Outcome: The IFR has determined that Swansea City Association Football Club Limited (The) has complied with its duties under section 49(1) of the Act not to make material changes to the Club’s crest unless the Club has taken reasonable steps to establish that those changes are supported by a majority of the Club’s fans in England and Wales.
Details
The Club notified the IFR on 19 August 2026 that, following the conclusion of the consultation process with fans, the Club had decided to proceed to make material changes to the Club’s crest. The Club’s notification included details of the proposed change, evidence of the steps the club had taken to establish the views of its fans in England and Wales and the outcome of that fan engagement.
The IFR has determined that the Club has complied with the duty under Section 49(1).
That means that, having considered the duty in Section 49(1) of the Act, the IFR has concluded, in line with its published guidance s49 Licensing Guidance that:
- The proposed changes fall within section 49(1) insofar as they are changes to the official club emblem or crest which would ordinarily feature on the club’s home playing strip, website and letterhead and are material in their extent (insofar as they as they include changes such as adding new design features and/or deleting established design features to a crest).
- The Club has taken reasonable steps to establish that the proposed changes are supported by a majority of its fans in England and Wales.
