The Independent Football Regulator (IFR) is actively engaging with a broad range of stakeholders and impacted parties across the game – including clubs, leagues, supporters, and other key partners – to build a detailed understanding of how English football operates and the challenges it faces.
This insight-gathering phase will enable the IFR to develop a clear, evidence-based view of any underlying risks or structural issues within the football sector. These findings will shape the IFR’s future regulatory approach, ensuring that its decisions are informed, balanced and proportionate.
By grounding its work in robust evidence and open engagement, the IFR aims to design and implement a regulatory framework that supports financial sustainability, strengthens governance, and protects the long-term interests of fans and the wider game.
