ODSE Determinations
This page lists the determinations we have made in relation to Owners and Senior Managers at the football clubs we regulate. This includes where we have approved Owners and Senior Managers as suitable, as well as where we have determined that they are not suitable for these roles.
Since 5 May 2026, any person wishing to become an Owner or Senior Manager at a regulated club must first apply to, and be approved by, us. People already in these roles before 5 May 2026 do not need IFR approval to continue in their role.
Senior Managers are referred to as ‘officers’ in the Football Governance Act 2026. This includes both Directors and Senior Executives. You can read more about who qualifies as an Owner or Senior Manager, and how we assess their suitability, in our Guidance.
Those who are directly affected by one of our determinations have a limited period within which they can ask to have the determination reviewed by an IFR internal reviewer. Further details can be found here.
We also have the power to assess any existing (or ‘incumbent’) Owners and Senior Managers at regulated clubs - to find out more about how we assess incumbents please click here.
We aim to update this ODSE Determinations Register weekly. The most recent changes appear at the top of the register.
