Expert Panel
The Expert Panel of the Independent Football Regulator (IFR)
The Football Governance Act 2025 provides clubs and others subject to the IFR’s regulatory regime with the right to seek an internal review of certain regulatory decisions (referred to as Reviewable Decisions) as listed in Schedule 10 of the Act, by a panel of decision makers who were not involved in making the decision being challenged. The aim is to provide an effective route for clubs (of all sizes) to challenge IFR decisions in a timely and cost-effective manner.
The role of the Expert Panel is to act as the independent reviewing panel for the vast majority of Reviewable Decisions.

The Expert Panel consists of members with considerable expertise and experience in the operation, organisation and/or governance of clubs or competitions, and financial or other regulation, as well as experienced members of the legal profession.
